Matthew Cain has dedicated over two decades to serving and leading in public safety. Beginning his career in 2001 as a 9-1-1 dispatcher for Wayne County, he has advanced to his current role as Director of Emergency Communications (9-1-1) and Emergency Management (EMA), reporting directly to the County Commissioners. He is nationally certified as an Emergency Number Professional (ENP) and holds the designation of Professional Emergency Manager (PEM) in Indiana. His background spans 911 dispatch, firefighting, EMS, and emergency management, giving him a well-rounded perspective on the challenges of public safety.
In addition to leading Wayne County’s 911 and EMA operations, Matthew served in various capacities on the Indiana NENA Board from 2016–2022, currently serves as the Executive Council Representative for Indiana APCO, and was recently appointed to the Indiana Statewide 911 Board. He is also active on numerous boards and commissions, including the Wayne County Local Emergency Planning Committee, Wayne County School Safety Commission, Reid Health Safety and Emergency Management Committees, and the Indiana Department of Homeland Security District 6 EMA Coalition. Passionate about collaboration, professional development, and community preparedness, Matthew continues to make a positive impact on public safety in Indiana and beyond.
