Kate Rafferty serves as the Business Manager for the Cobb County Department of Emergency Communications, where she leads the Finance & Administrative Unit supporting emergency communications operations. Kate focuses on building transparent financial practices that strengthen readiness, support personnel, and sustain critical emergency communications services.
She previously managed federal and state public safety grant programs for the Superior Court of Cobb County and Tennessee District 2 Homeland Security, supporting training, technology, and equipment initiatives across multiple jurisdictions. Kate holds a Master of Science in Cybersecurity Policy from the Georgia Institute of Technology and a Master of Arts in Public Policy and Administration from the University of Tennessee. She is dedicated to strengthening mission-critical organizations through sound, transparent financial management.
