Rebecca Conners, MPA, ENP, CCM is the 911 Director for Currituck County, North Carolina, and a public safety communications leader with more than a decade of experience in emergency operations, leadership, and policy development. Known for her people-centered leadership and focus on operational excellence, she is passionate about strengthening the 911 profession through innovation, collaboration, and workforce advocacy.
Rebecca’s work focuses on building resilient, sustainable communications centers where the people behind the headset are supported, valued, and equipped to succeed. She leads initiatives in dispatcher wellness, training, and technology modernization while contributing to broader efforts to advance the profession.
She holds a Master of Public Administration from Indiana State University, where her capstone research, “Vital but Invisible: Why 911 Dispatchers Must Be Reclassified as Protective Service Personnel,” examined national policy reform and workforce equity. Rebecca is currently a Doctoral Candidate in Business Administration with a focus on Organizational Leadership, continuing her research on leadership, ethics, and organizational culture in high-stress professions.
Outside of work, Rebecca enjoys writing, exploring the outdoors, and creating content that blends humor, authenticity, and life in public safety. She is also a proud dog mom to a Goldendoodle named Linkin. 🐾
