Thomas C. Sivak is an accomplished emergency management leader
with over 20 years of experience in public safety, disaster response, and resilience.
Currently, as Chief Emergency Manager at EM1, he drives the integration of artificial
intelligence into crisis response and operational planning to improve preparedness and
resource coordination. Previously, Tom served as FEMA Region 5 Administrator, leading
disaster response across six Midwestern states and coordinating with 36 federally
recognized tribes. During his tenure, he managed responses to more than 15
presidentially declared disasters, including Illinoisʼs second-largest disaster and the East
Palestine train derailment. Tom advanced FEMAʼs operational readiness by introducing
innovative protocols and developing strategic plans addressing biological threats and
power outages. His prior leadership roles include key positions in Chicago and Indiana
emergency management, where he planned large-scale events such as the 2012 Super
Bowl and managed responses to the COVID19 pandemic and civil unrest. He is a
Certified Emergency Manager and holds advanced degrees in public service leadership.
