Justin Bagby is a 12-year veteran of emergency communications and currently serves as a Shift Supervisor with Louisville Metro Emergency Services. He began his career as both a dispatcher and EMT, bringing dual-field operational insight to high-risk incident coordination, critical decision making and responder support.
Throughout his tenure, Justin has overseen numerous complex events, including major aviation emergencies such as the UPS aircraft crash in Louisville, large-scale severe weather deployments, and multi-agency disaster responses. He has served in leadership roles during high-profile mass casualty and critical infrastructure incidents, focusing on communication continuity, dispatcher resilience, and inter-agency collaboration.
In addition to his supervisory responsibilities, Justin has supported external disaster response operations, including deployment to Buncombe County 911 during Hurricane Helene, where he worked in austere conditions to support sustained emergency communications.
Justin is actively engaged in public safety leadership development, training design and center culture initiatives. He is passionate about elevating the dispatcher’s role, improving incident readiness, and advancing the profession through real-world case teaching.
